Ce nouveau numéro de la Revue d’Economie Rurale aborde les cas des investissements agrobusiness au Sénégal et de la régulation des marchés fonciers à Madagascar. Présentation de ces deux articles en quelques lignes :

March 2014 – Odisha, a state on the eastern coast of India, has endeavored over the years to enact laws aimed at providing land to those cultivating it and redistributing ownership of land. Landesa designed and piloted a model where a local youth (called a Community Resource Person) – identified by the community – is trained to provide additional capacity to local government land administration officials to identify and provide title to the formerly landless families. This model was subsequently scaled to cover 1,042 villages in seven districts of the state.

October 2013 — This report analyses Ghana’s Land Bill, Draft 3, and provides recommendations for how the Bill could more clearly and adequately accomplish its stated purpose and reflect the principles and mandates of the Constitution and National Land Policy. Appendix I contains a summary of all recommendations. This report was produced as part of the Land Access and Tenure Security Project (LATSIP).

March 2014 – This paper assesses the extent to which Rwanda’s progressive legal framework has eliminated gender-based discrimination in access and control over land by taking a nuanced look at women’s ability to make land-related decisions and at the factors that affect their decision-making power.

Anomaly assessment for drought monitoring, as required for index insurance applications, is commonly done by comparing actual NDVI measurements against their historical records on a pixel-by-pixel basis. Limited years of satellite records with operational real-time availability result in time-series with a relative low count in annual repeats, e.g., the VEGETATION sensor onboard SPOT and Proba-V has completed at present only 19 full annual repeats. Cette note de synthèse reprend les présentations et les débats qui ont nourri l’atelier sur les trajectoires de politiques foncières en Afrique de l’Ouest et à Madagascar, organisé du 15 au 19 janvier 2018 à Saint-Louis du Sénégal, à l’initiative du Comité technique « Foncier & développement » de la Coopération française (CTFD).

Urbanization is a rapid global trend, leading to consequences such as urban heat islands and local flooding. Imminent climate change is predicted to intensify these consequences, forcing cities to rethink common infrastructure practices. One popular method of adaptation is green infrastructure implementation, which has been found to reduce local temperatures and alleviate excess runoff when installed effectively. As cities continue to change and adapt, land use/landcover modeling becomes an important tool for city officials in planning future land usage.

Mainland Southeast Asia (MSA) has seen sweeping upland land use changes in the past decades, with transition from primarily subsistence shifting cultivation to annual commodity cropping. This transition holds implications for local upland communities and ecosystems. Due to its particular political regime, Myanmar is at the tail of this development.

Kenya’s unprecedented urbanisation rate offers major opportunities, but also puts to the test the new Constitution’s declaration to make access to basic services a basic right for all Kenyans.

What opportunities? Globally, the fastest, most diversifying economic growth and service extensions often occur in urbanising countries.

Good urban infrastructure services — especially transport, water supply and sanitation, electricity and solid waste management — benefit not only cities and towns, but national economies.
