The present century has seen a significant real increase in resource conflict in semi-arid Africa. The most important causes of this are human population increase and the globalisation of the economy. Such conflicts reflect both point resources (mines, farms, reserves) and ecozonal conflicts (water, grazing and hunting rights). Although attempts to involve the community have been partially successful in relation to reserved land, conflict over extensive and patchy common property resources such as wetlands and grazing has made them more difficult to conserve and manage.

Land tenancy and efficiency of land use in the Highlands of Eritrea

The paper tests two theoretical models that explain land productivity differentials between owner-tenants, owner-operators and owner-landlords, and between plots of land operated under different tenancy contracts by owner-tenants.The owner-tenants were richer in non-land resources than owner-operators and owner-landlords and the analysis showed that the land productivity followed the same pattern being highest for owner-tenants. This shows that the land rental market transfers land from less efficient to more efficient land users.

Structural adjustment and Moroccan agriculture: an assessment of the reforms in the sugar and cereal sectors

This paper reviews the process of agricultural policy reforms in Morocco in the 1980's, with particular emphasis on the cereals and sugar sub-sectors. Agricultural policy is reviewed in historical perspective, to show that the liberalisation process which was proposed in the framework of structural adjustment reforms ran contrary to the agricultural development strategy followed by Morocco since Independence. The macro-economic performance of Morocco is examined. It shows that the origin of the economic policy reforms can be found in the necessity to seek balance of payment ssupport.

Land tenure and mining in Tanzania

This study focuses on mining related conflicts in Tanzania, a relatively new mining country. It argues that unclear land and mining rights, and conceptual differences in how land and mining rights are perceived, contribute to conflict in the country and to a feeling among both local people and human rights advocacy groups that the government has betrayed ordinary people.The study finds that there have been seven recorded conflicts related to mining companies in the country, six of them taking place over the last seven years.
