Urban agriculture, a dynamic multifunctional phenomenon, affects the spatial diversification of urban land use, its valorization and its governance. Literature acknowledges its contribution to the development of sustainable cities. The dimension and extent of this contribution depends significantly on the particular form and function of urban agriculture. However, the complexity of interests and dimensions is insufficiently covered by theory. This paper proposes a typology for urban agriculture, supporting both theory building and practical decision processes.

Illegal and irregular allocations of public land were a common feature of the Moi regime and perhaps it’s most pervasive corrupt practice. The Ndung’u Report as well as various reports of the Public Investment Committee details numerous cases of public land illegal allocated to individuals and companies in total disregard of the law and public interest. Most allocations were made to politically correct individuals without justification and resulted in individuals being unjustly enriched at great cost to the people of Kenya.

Thirsty and hungry cities are posing significant challenges for the urban-rural interface ranging from food security to inter-sectoral water allocation. Not only is the supply of resources to urban centres a growing challenge in low-income countries, but even more is the urban return flow, as investments in waste management and sanitation, ie the ‘ultimate food waste’, are not able to keep pace with population growth. And where polluted water is used in irrigation to feed the cities, food safety is becoming a crucial component of food security.

Tamale is the capital city of Ghana’s Northern Region. As the regional capital, Tamale is growing rapidly – the population has almost tripled to over 370,000 in the past 30 years, and the areal extent has increased up to sevenfold in the same period. Urban agriculture is an integral part of the food system, linked to resource management and spatial planning. In general one can say that backyard farming flourishes, but more formally organised production is threatened by urbanisation.

The rural space close to the Colombian large cities, presents a critical panorama due to its borderline situation between a field that has practically been abandoned as developmental, economic, and social project in the last sixty years, and a city submitted to an intensive urbanization process, which in a short period has changed the demography, economy, and culture of the country. In general terms, this critical rural scene presents the following characteristics: Uncontrolled housing urbanization VIS, spontaneous, for recreation and second homes.

This Act establishes a legislative framework for — (a) classification of areas as urban areas; (b) governance and management of urban areas; (c) participation by the residents in the governance of urban areas; and (d) other matters for the attainment of these objectives. An area may be classified as an urban area if it satisfies the criteria set out under this Act or any other written law.

Article 8 shall be amended to add the following wording: “Urban land destined for urban and peri-urban agriculture without constructions thereon and allotted to agricultural organization or peasant farm on condition of permanent (open-ended) land tenure or hereditary life-long possession shall be purchased in ownership by the aforesaid categories of natural and legal persons at the cost of 15 percent of cadastre value of the plot of land at the date of submittal of the application”.

This Federal Law regulates the issues of gardening and horticulture by citizens for individual personal needs (subsistence farming), determines civil and legal status of non-commercial organizations constituted by citizens for gardening and truck farming in accordance with the Civil Code of the Russian Federation. Owners of plots of agricultural land destined for gardening and horticulture and citizens wishing to purchase such plots in accordance with land legislation can constitute non-commercial gardening and horticultural associations.

Preamble shall be amended to add the following wording: “This Regional Law shall not be applicable to agricultural land classified as gardening, horticultural and subsistence farming land plots destined for individual subsidiary smallholding, garage construction and also to land plots under estate property. Turnover of the aforesaid land plots shall be regulated by Land Code of the Russian Federation”.
