El Reglamento consta de 3 capítulos y 21 artículos. INDICE: Disposiciones generales (I); Formas, requisitos y condiciones (II); Procedimiento (III).El presente Reglamento se establece para desarrollar y dar cumplimiento a lo previsto en el artículo 3º del Decreto Ley Nº 8/1984, de 3 de mayo, que transfiere al estado la propiedad de las fincas rústicas y urbanas abandonadas por los extranjeros (art. 1º).

Decreto Nº 22/1984 - Concede un plazo a los extranjeros propietarios de fincas rústicas y urbanas para recuperar sus propiedades y ponerlas en explotación.

El presente Decreto, que consta de 4 artículos, concede un plazo de 60 días a todos los propietarios extranjeros para que se presenten por sí o por sus representantes legales para poner en explotación las fincas rústicas y urbanas que acrediten poseer en el país.

El presente Decreto Ley, que consta de 2 artículos, modifica el artículo 6º del Decreto Ley Nº 8/1984, de 3 de mayo, que transfiere al estado la propiedad de las fincas rústicas abandonadas por los extranjeros, disponiendo que se anula totalmente y queda sin efecto todo acto jurídico celebrado con posterioridad al 5 de marzo de 1969 por el propietario registral de un bien abandonado a favor de terceros.

This Law establishes forms of property ownership, providing for the recognition and protection of property rights. Owners (physical persons, legal entities or the State) shall have the right of possession, use and transfer. Objects of property rights covered by this Law include: land, soil, water, air space, vegetation and wildlife, buildings, installations, equipment, subjects of material and spiritual culture, intellectual property, information, money, securities and other moveable and real property. The law provides for joint ventures as well.

In implementing the provisions of Article 47, paragraph 2, of the Constitution, this Law establishes the subjects which may be permitted to acquire into ownership non-agricultural land plots for conducting in Lithuania activities provided for in this Law; conditions, procedure and restrictions in compliance with which the subjects established by this Law may acquire into ownership a plot of land; grounds for determining the size of the land plot being acquired into ownership.

The State grants land to natural or legal persons who then enjoy the right of ownership and all other accompanying rights envisaged by this Law. The sale and purchase of land is prohibited. Agricultural land is given in ownership or for use to local legal or natural persons without remuneration. Article 4 concerns land tenure by foreigners. Article 5 provides for succession of land rights by members of agricultural cooperatives.

This Order declares the local government district of North Down and the remaining part of the local government district of Ards to be compulsory registration areas under the Land Registration (Northern Ireland) Act 1970. The local government district of North Down and the whole of each of the wards listed in the Schedule will become compulsory registration areas upon the commencement of this Order on 1st May 2000. The type of property transaction which triggers a compulsory registration within those areas is defined by entry 2 of Schedule 2 to the aforesaid Act.

The present Regulations are made so as to enhance the management of land use by the equity or non-equity joint ventures and wholly foreign-owned enterprises and to encourage foreign investment in the province. The location and limits of the site chosen by a foreign investment enterprise shall be subject to confirmation by local planning authorities. Procedures for the assignment initiate with an application for assignment by the foreign investment entity.
