Water, an essential component of life supporting systems, is at the forefront of discussions on global sustainability and food security. Water also has a major role in poverty alleviation and local food security. The technology for a more effective use of the resource is known but institutional reforms needed to lead the world in a positive direction are proving difficult to establish. This study was commissioned to suscitate constructive discussion around many sensitive aspects of water policy. It is realized that many nations consider water a national prerogative and that the discussion on water touches on religious and ethical concepts. The study draws together a broad consensus engendered by concern for the future of our planet and the inescapable fact that that future depends on water. FAO acknowledges the worth of the ideas proposed but these remain those of the authors and are not necessarily endorsed by FAO. It is hoped that the study will support discussions worth to be hearkened to that could assist humanity to survive the constraints deriving from a growing population, growing expectations and a limited supply of renewable fresh water.
