The United Kingdom has historically played a leading role in developing parliamentary democracy and in advancing literature and science. At its zenith in the 19th century, the British Empire stretched over one-fourth of the earth's surface. The first half of the 20th century saw the UK's strength seriously depleted in two world wars and the Irish Republic's withdrawal from the union. The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous European nation. As one of five permanent members of the UN Security Council and a founding member of NATO and the Commonwealth, the UK pursues a global approach to foreign policy. The Scottish Parliament, the National Assembly for Wales, and the Northern Ireland Assembly were established in 1999. The latter was suspended until May 2007 due to wrangling over the peace process, but devolution was fully completed in March 2010.


The UK was an active member of the EU from 1973 to 2016, although it chose to remain outside the Economic and Monetary Union. However, frustrated by a remote bureaucracy in Brussels and massive migration into the country, UK citizens on 23 June 2016 narrowly voted to leave the EU. The so-called “Brexit” will take years to carry out but could be the signal for referenda in other EU countries where skepticism of EU membership benefits is strong.

This Order, made under the European Communities Act 1972, the Water Industry Act 1991, the Environment Act 1995, the Fur Farming (Prohibition) Act 2000 and the Marine and Coastal Access Act 2009 revokes five instruments which are spent or otherwise superseded in respect of England and/or Wales. The Water and Sewerage (Conservation, Access and Recreation) (Code of Practice) Order 1989(e) is revoked, so far as it applies in relation to the Environment Agency and to water undertakers and sewerage undertakers whose area of appointment is wholly or mainly in England.

Landfill Tax (Amendment) Regulations 2015 (S.I. No. 744 of 2015).

These Regulations amend the Landfill Tax Regulations 1996 in regulation 31(3) concerning the maximum credit a landfill site operator may claim against annual landfill tax liability, in respect of qualifying contributions made to certain bodies concerned with the environment.

Town and Country Planning (Environmental Impact Assessment) (Amendment) Regulations 2015 (S.I. No. 660 of 2015).

These Regulations amend the Town and Country Planning (Environmental Impact Assessment) Regulations 2011. Those Regulations require that projects which are above a certain size, or meet prescribed criteria, must be screened to determine whether they are likely to have significant environmental effects and, consequently, are subject to the requirement for an environmental impact assessment.

The main purpose of this Order is to grant planning permission for certain classes of development without the requirement for a planning application to be made under Part 3 of the Town and Country Planning Act 1990. Schedule 2 to this Order sets out these classes of development in detail.
