This Act makes provision for the management and conservation of wildlife in Zambia. It also provides for trade in wild animals and meat of wild animals. The Act consists of 149 sections divided into 15 Parts: Preliminary (I); National Parks and Wildlife Department (II); National Parks, Community Partnership Parks and Bird and Wildlife Sanctuaries (III);Game Management Areas (IV); Community Resources Boards (V); Game Animals and Protected Animals (VI); Licences and Permits (VII); Hunting of Wild Animals (VIII); Killing, Wounding or Molesting wild animals (IX); Trophies (X); Trade In Wild Animals and Meat of Wild Animals (XI); The Wildlife Development Fund (XII); Enforcement (XIII); Offences and Penalties (XIV); General Provisions (XV).The National Parks and Wildlife Department is established in the Ministry of in the Ministry responsible for tourism. The Department shall be responsible for the administration of this Act under the general direction of the Permanent Secretary of the Ministry. The Department shall be headed by the Director of National Parks and Wildlife. Principles of wildlife conservation and management include sustainable and integrated management, equitable and effective participation of local communities and traditional leaders, equitable access to, and fair distribution of, the economic, social, health and environmental benefits derived from wildlife and recognition of traditional knowledge. There is also established a Wildlife Management Licensing Committee and a Wildlife Development Fund.National parks and Game Management Areas shall be declared by the President whereas Community Partnership Park and wildlife sanctuaries shall be declared by the Minister. A person, local community, institution or organisation may apply to the Committee, in the prescribed manner and form, to enter into a partnership agreement with the Department in respect of a Community Partnership Park. A person shall not acquire a certificate of title in respect of any land in a National Park, Community Partnership Park or bird or wildlife sanctuary and granting of mining rights requires an environmental impact assessment. Hunting, fishing and other activities in protected areas is restricted as provided for by this Act. A local community may apply to the Minister for registration as a community resources board. The functions of a board are to promote and develop an integrated approach to the management of human and natural resources in a Community Partnership Park, Game Management Area or an open area falling under its jurisdiction.Any person who reasonably believes that wildlife in protected areas may be affected by government plans or activities may request the Minister that a wildlife impact assessment be conducted. Authorizations that may be issued under this Act include, amongst others, a hunting licence, a bird licence, a professional hunter’s licence, a fishing permit and a trophy dealer’s permit. The Act sets out rules for the hunting of animals and possession of or trade in game animal or protected animal or meat of game or protected animal.
