The purpose of these Measures is to strengthen the management of development projects supported by agricultural development funds, and improve the benefits of the funds. The Measures consist of 11 articles.The State Council decided to use the Fund for Agricultural Development to carry out a planned, systematic comprehensive development of agricultural land resources that have larger scale and potentials, for the purpose of expanding farming area, improving the yield per unit area, increasing the total amount of agricultural products, and enhancing agricultural development potential. The Measures provide for the requirements and rules to be satisfied for project planning and proposal preparation, examination and approval, and for project implementation, management and supervision.
