These Measures are formulated to implement the Grassland Law of the People’s Republic of China in the Tibet Autonomous Region. The Text consists of 61 Articles divided into 7 Chapters: General Provisions (I); Grassland Planning (II); Grassland Business Operation (III); Grassland Construction (IV); Grassland Protection (V); Legal Liabilities (VI); Supplementary Provisions (VII).The agriculture and animal husbandry authorities at or above county level shall be responsible for conducting general surveys of grassland resources within their respective administrative areas and formulating plans for protection, development and use of grasslands. The grasslands, those under collective ownership, and those under ownership by the state that are assigned to collectives for use, may be contracted by the households within the collective economic organizations for purposes of animal husbandry. The grassland use right certificates and the grassland contractual management right certificates shall be approved and issued by the people's governments at the county level. The grassland production and ecology monitoring, early warning and forecast system shall be established in the autonomous region. Measures shall be taken to combat grassland rodents and pests and eliminate the poisonous weeds. Implements: Grassland Law of the People's Republic of China. (1985-06-18)
