The Zimbabwe Agenda for Sustainable Socio-Economic Transformation (Zim Asset) is a national development plan for the years 3013-2018 to achieve sustainable development and social equity anchored on indigenization, empowerment and employment creation. It is built around four strategic clusters: food security and nutrition; social services and poverty eradication; infrastructure and utilities; and value addition and beneficiation. The Plan is divided into 7 Chapters: Introduction (1); Situational Analysis (2); Towards an Empowered Society and a Growing Economy (3); Implementation Structure (4); Monitoring and Evaluation (5); Funding and Debt Management (6); The Results Matrices (7). The cluster programmes are aligned to the Comprehensive African Agricultural Development Programme (CAADP).The implementation of Zim Asset will be underpinned and guided by the Results Based Management (RBM) System. The Office of the President and Cabinet will monitor and evaluate the implementation, monitoring and evaluation of the Plan.Chapter 2 sets out in detail constraints and challenges for economic growth. Chapter 3 outlines growth targets and identifies key drivers for this growth, employment creation and Key Success Factors (KSF's) and key strategies. KSF's include alignment of legislation, policies and guidelines by all Government ministries and departments with the Constitution Amendment Act 2013. Cluster key result areas include water supply and sanitation, livestock and crop production and marketing, environmental management and management and conservation of ecosystems.As for reduction of food insecurity and malnutrition, The Policy outlines in a Food Security and Nutrition Cluster Matrix various key, areas and strategies. The main focus is on food production, environment and infrastruture but some attention is given to nutrition to lactating women and infants and the legal, policy and food and nutrition regulatory environment. Institutions for integration of smallholder farmers shall be established.In order to stimulate agricultural productivity and safeguard food security, agricultural development institutions will be strenghtened. The Plan will ensure the Presidential Input Support Scheme focuses on supporting the vulnerable groups at household and community level and that other farmers timeously access affordable inputs. Policies will also be put in place to promote contract farming initiatives (para 3.12).The Social Services and Poverty Eradication Cluster (para. 7.2) has programme areas that will be integrated vertically and horizontally with programmes in other Clusters. These areas include indigenization and economic empowerment; access to water and sanitation; access to land and agricultural inputs; and gender mainstreaming. Urban agriculture shall be strengthened.
