This Decree issues the Law on Conservation of the Environment and Prevention of Pollution and specifies the responsibilities of the Minister of Regional Municipalities, Environment and Water Resources.The Law is composed of 3 Chapters divided into 43 articles: Definitions and general provisions (I); Rules and principles to ensure safety of the Omani Environment (II); Penalties (III).The attached Appendixes list animals and birds of protected species of the first and second category.Chapter II provides rules to prevent environmental pollution. The Ministry shall be responsible for controlling and managing the disposal of pollutants in the natural ecosystems (including the marine environment) that may affect natural resources, nature conservation areas or the historical and cultural heritage of the Sultanate. This Chapter also regulates the allowed limits of pollutants in a work area, during various construction works or upon transportation of resulting debris. Specific rules are given for the disposal of hazardous waste or substances, nuclear and radioactive materials, untreated wastewater. The responsible Ministry has to reassess an environment conservation policy aiming to monitor and control the ecosystems, the natural resources and wildlife species. The Law also applies to pollution in the Omani exclusive economic zone, to internal waters and to territorial waters. The Ministry has also the duty to take measures to conserve the soil and combat desertification.Chapter III provides penalties for violating the provisions of this Law.
