The Ordinance consists of 40 sections divided into 6 Parts: Preliminary (I); Preparation and approval of Scheme (II); Interim development of land (III); Contents and effects of Schemes (IV); Compensation and betterment (V); Miscellaneous (VI).The Central Housing and Planning Authority shall be vested with the administration and enforcement of this Act and the execution and enforcement of Town Planning Schemes, Regional Schemes, a Supplementary Scheme adopted under this Ordinance or a scheme varying or revoking an existing scheme. Section 5 concerns the preparation and adoption of schemes by the Authority, whereas section 6 provides for the approval of schemes by the Governor in Council. A register of schemes shall be established and maintained pursuant to section 10. A Scheme shall in particular deal with matters listed in the Second Schedule. The Authority may issue General Development Orders under section 22. Section 25 provides for compulsory acquisition of land to which a scheme applies by the Governor that cannot be acquired by agreement under section 24.
