This Decree of the Ministry of Environment, inter alia, establishes procedures for the issuance of permits for the extraction and use groundwater, surface water and seawater. Environmental authorities shall take decisions regarding the issue of permits. Regardless who is the owner of the water body, a permit must be applied for if the amount extracted exceeds the levels indicated in section 3. The applicant must state in the application for a permit the information specified in section 4. This information includes: a description of activities and purpose of the water extraction, the name of the water sources and exact location; a description of intake structures and water extraction devices and a description of the methods for determining the amount of water. The applicants who are not owners of land or water body on which the intake structures are located shall submit a copy of the contract of use concluded with the owner (sect. 5). Permits shall be refused if the intake affects public health, if groundwater will be polluted, if it causes damages to water life; causes damage to landowners, or deteriorates the quality of drinking water (sect. 10). Permits shall contain at least the conditions set out in section 12. (16 sections)
