This Regulation 1043 of 2015 amends and supplements articles 25 and 45 of Regulation 408 of 2015 dealing mostly with buildings higher than six floors. The construction permits for these buildings will be issued by the local authorities after the National Council of Territory submits a no-objection for such construction within 10 days of application.

The aim of the Act is to establish the principal rules in connection with the protection, preservation and planned development of the human environment for the purpose of the protection of people's health and the regular improvement of living conditions. Chapter II of the Act sets out detailed rules concerning the protection of the elements of environment, i.e. land, water, air, biosphere, landscape and human habitations. Chapter III deals with the responsibility in case of violation of the provisions concerning environmental protection.

This Regional Law defines the modalities of establishment of protected areas of local significance that can be set up by proposal of local government, citizens, legal persons and social associations.

The present Act provides for community planning and development in the North West Territories. In particular, the purpose of a community plan is to provide a policy framework to guide the physical development of a municipality, having regard to sustainability, the environment, and the economic, social and cultural development of the community.

These Regulations make provision regarding the making of tree preservation orders under section 160 of the Town and Country Planning (Scotland) Act 1997 and disapplies section 172 of the Act, which protects trees in conservation areas, in respect of various acts. The Regulations also prescribe how an application for consent to carry out any action prohibited by a tree preservation order is to be made.
