This Decree contains rules for the discharge of water related to agricultural activities in surface waters and provides directions for the use of pesticides. The Decree is based on, among other things, articles 6.2, 6.6 en 6.7 van de Water Act.
The scope of this Act is to regulate the granting of permissions by livestock holders to emit ammoniac into the environment. A system of calculation of emission is introduced.
"Construction Materials" are defined as materials used in a construction and in which the content of calcium, silicium and aluminium together is more than 10 percent. Article 2 provides for analysis of contents of the materials aforementioned in construction materials.
This Decree implements articles 6, 7, 15 and 65 of the Soil Protection Act by providing rules for the use of fertilizers of animal origin and other organic fertilizing substances such as sludge. It places restrictions on use of such substances to protect the soil and water resources.
This Regulation implements that part of the EC Council "Groundwater Directive" (80/68/EC) which concerns the infiltration of water. Infiltration in this Regulation has the same meaning as in article 1 of the Groundwater Act.
Regulation made under the Fertilizing Substances Act and amending the Decrees cited in the title for the purpose of further reducing the pollution of water and soil by nitrate compounds caused by animal manure.
The scope of this Decree is to implement provisions of the Act containing rules regarding the emission of ammoniac from animal keeping premises belonging to the livestock sector so as to reduce negative effects caused by emission of ammoniac produced by agricultural enterprises.

In order to comply with Council Directive 91/676/EEC concerning protection of water waters against pollution of nitrate from agricultural sources the norms regarding the use of nitrates are sharpened and charges increased by the present Act.
