These Regulations regulate earthmoving operations, i.e. any construction or other activity which disturbs or alters the surface of the land, coral reef or bottom of lagoons (reg. 1.3).
These Regulations, made by the Yap State Environmental Protection Agency under the Yap State Environmental Quality Protection Act, shall apply to all earthmoving activities as defined in these Regulations. They provides for measures to prevent erosion caused by earth moving and sedimentation.
