This Law amends and supplements several articles of Law 10119 of 2009 on land use planning. It introduces planning instruments, both local and central, as administrative acts prepared for the whole territory of communes and municipalities that define the policies and rules of land use as well as the territory structure and its infrastructure management. Rules regarding the preparation and approval of the detailed local instruments are further laid out.

Instruction No.8 of 2013 amending Instruction No.1 of 2012 on rules and procedures for obtaining construction permits for high risk energy-related buildings and for the establishment of the evaluation commission.
This Instruction amends articles 6, 8, 11-13 of Instruction No.1 of 2012 with regard to the tasks and rules of procedure of the commission responsible for accepting and evaluating the applications for high-risk energy-related construction permits.

Law No. 141/2013 amending and supplementing Law No. 9482 of 2006 on legalization, urbanization, and integration of unlawful constructions.
This Law amends articles 2, 30, 45 of Law No. 9482 of 2006 on legalization, urbanization, and integration of unlawful constructions. The amendments affect the scope of law by making it applicable on unlawful constructions built after the date this law enters into force only when the legalization procedures do not require transfer of land ownership. Also, for unlawful constructions built after 2006, the Agency implements the factual assessment of terrain via digital aerial and satellite imaging converted into aerial photography.
Law No. 55/2012 amending and supplementing Law No. 9235/2004 on the restitution and compensation of property.
This Law amends and supplements articles 3, 13, 24, 28 of Law No. 9235 of 2004 with regard to the property evaluation process, the evaluation indicators, and the coordination between the involved institutions.
