The United Kingdom has historically played a leading role in developing parliamentary democracy and in advancing literature and science. At its zenith in the 19th century, the British Empire stretched over one-fourth of the earth's surface. The first half of the 20th century saw the UK's strength seriously depleted in two world wars and the Irish Republic's withdrawal from the union. The second half witnessed the dismantling of the Empire and the UK rebuilding itself into a modern and prosperous European nation. As one of five permanent members of the UN Security Council and a founding member of NATO and the Commonwealth, the UK pursues a global approach to foreign policy. The Scottish Parliament, the National Assembly for Wales, and the Northern Ireland Assembly were established in 1999. The latter was suspended until May 2007 due to wrangling over the peace process, but devolution was fully completed in March 2010.
The UK was an active member of the EU from 1973 to 2016, although it chose to remain outside the Economic and Monetary Union. However, frustrated by a remote bureaucracy in Brussels and massive migration into the country, UK citizens on 23 June 2016 narrowly voted to leave the EU. The so-called “Brexit” will take years to carry out but could be the signal for referenda in other EU countries where skepticism of EU membership benefits is strong.

This Order amends the Planning etc. (Scotland) Act 2006 (Development Planning) (Saving, Transitional and Consequential Provisions) Order 2008 so as to apply to a local plan adopted or approved on or after 17 September 2011 the provisions of sections 237 and 238 of the Town and Country Planning (Scotland) Act 1997 in respect of how a challenge to the local plan may be made to the Court of Session.

Town and Country Planning (General Permitted Development) (Scotland) Amendment Order 2011 (S.S.I. 357 of 2011).
This Order amends selected provisions and Schedule 1 of the Town and Country Planning (General Permitted Development) (Scotland) Order 1992 in relation with changes the classes of development which are permitted and in relation with demolitions and telecommunications.

Planning etc. (Scotland) Act 2006 (Saving and Transitional Provisions) Amendment Order 2011 (S.S.I. No. 348 of 2011).
This Order amends the Planning etc. (Scotland) Act 2006 (Saving and Transitional Provisions) Order 2011 in relation to relating to enforceability of obligations in respect of agreements entered into under section 75 of the Town and County Planning (Scotland) Act 1997, which was amended by the Planning etc. (Scotland) Act 2006.

Land Registration (Amendment) Rules 2011 (S.I. No. 1410 of 2011).
These Rules amend the Land Registration Rules 2003 in rule 217 in the definition of “conveyancer” to include those who are or who employ authorized persons, authorized or licensed under the provisions of the Legal Services Act 2007 to carry on certain reserved instrument activities relating to land registration The definition also includes public officers carrying on those activities, and specifies when the conveyancer giving a certificate must be an individual.

Land Registration (Network Access) (Amendment) Rules 2011 (S.I. No. 1813 of 2011).
These Rules amend the Land Registration (Network Access) Rules 2008 in consequence of changes under the Legal Services Act 2007 to the regulation of persons carrying out legal activities, and the introduction of alternative business structures. The amendments concern, among other things: interventions by new regulators or licensing authorities coming into being under that Act; and access rules for authorized persons.
