Article 1 establishes that for the Free and Hanseatic City of Hamburg a separate and independent Land Valuation Expert Committee shall be established. The Committee shall be known under the name "Land Valuation Expert Committee for Hamburg”. The text – consisting of 13 articles – deals, inter alia, with the following aspects: appointment of members, dismissal of members, joint meeting, administrative proceedings, duty of the presiding member, standard land values, property market report, compensation of volunteer members.
