This Order amends the Town and Country Planning (Development Management Procedure) (England) Order 2010 in articles 18 and 31. Article 18 refers to applications for planning permission made to replace a planning permission granted on or before 1st October 2010 where the development authorized under that permission has not yet begun and the time limit within which to start that development has not expired. For such applications certain provisions of the principal Order do not apply.

This Order amends, in relation to England only, the Town and Country Planning (General Permitted Development) Order 1995 in Part 3 of Schedule 2. Part 3 sets out permitted development rights in relation to certain changes of use, the effect of which is that those changes of use are granted planning permission without the need for a planning application.

This Ordinance provides for the disposal of urban land. A layout of land to be disposed of shall be prepared specifying the purpose for which the land shall be used and the class of buildings to be constructed.The Ordinance further provides for: disposal of plots by public auction; disposal of land to the Government; determination of reserve prices and market prices; disposal of amenity plots; etc.
