This Law concerns the formation, organization, preservation and use of nature reserves. There are four types of reserves: (i) state conservancies, where most human interference is prohibited; (ii) national parks, where activities are somewhat less restricted and which are intended for recreational, historical, cultural and scientific purposes; (iii) state reserves, the characteristics of which are not specified; and (iv) natural monuments, which are natural objects of special scientific and historical cultural value.

This Act lays down basic provisions on land tenure, both urban and rural. land can be owned only by Lithuanian citizens, or by the State (art. 3). Private ownership of land conveys certain standard rights and privileges, amounting to the free and unimpeded enjoyment and disposition of the owner's property (art. 7). Usufructury rights accrue to the leaseholders of private and State-owned land (art. 8).

Cette ordonnance porte régime foncier. Elle comprend 22 articles répartis en 4 titres. Le titre I - Dispositions générales - définit l'Etat comme gardien de toutes les terres et comme garant des droits dérivant de la propriété. Les interventions de l'Etat pour assurer un usage rationnel des terres ou pour tenir compte des impératifs de la défence ou des options économiques seront fixés par décret. Le titre II porte régime de la propriété privée.

Law No. 5 of 1996 concerning the right of free disposal of public and private desert land.

This Law is composed of 6 articles: public desert areas can be rented at nominal rates for investment projects (art. 1); the transfer of property will be completed after the realization of the project and effective production (art. 2); the rent period must not exceed (40) years, renewable as long as the project continues (art. 3); such land is to be used only for the designated objective (art. 6).

This Decree has been enacted in order (i) to control the utilization of land in general; (ii) to settle the problems in the field of land affairs; and (iii) to review the position, tasks, and functions of the Directorate General of Agrarian Affairs, and to upgrade it to an institution which handles land affairs on a national level: the National Land Affairs Agency. This is a non-departmental government institution which is positioned under the President of the Republic.

The contract concerns the management and the use of land. It consists of 6 articles, concerning, inter alia: (a) the acknowledgement by the State of the applicant's right to manage and use the land according to the laws and regulations in force on the management and use of land and forest land; (b) the use of the land in accordance with the use targets established in article 2 and the control of the proper use of land by the State; (c) the offences to be inflicted in case of infringement of the provisions stipulated in the contract.

The present Decree concerns the transfer of State ownership and right of use on land, houses, vehicles and household equipment to the Government cadres and personnel. Certain land use rights, houses, vehicles and household equipment that had already been used by cadres and personnel shall be transformed into absolute ownership and right of use, upon payment on sale either in full or in long-term instalments. State houses or lands which are not covered by said procedure might be rented to cadres and personnel at a rate to be determined by the Government.

Regulations to provide for the registration of titles to land and dealings with registered land.The 136 regulations are divided into 6 Parts: First registration (I); Adjudication procedure (II); Dealings with registered land (III); Minor entries in the register (IV); Fees (V); Miscellaneous (VI). The regulations are completed by 3 Schedules. The First Schedule contains no less than 53 forms applications, notices, deeds of transfer, summons, etc.

The Minister may declare adjudication areas for the purposes of this Act (sect. 3). After a declaration made under section 3, the Minister shall appoint a land Adjudication Tribunal for the adjudication (sect. 4). The Tribunal consists of an Adjudicator and two other members who shall be land surveyors or, lawyers or land economists. The Adjudicator, assisted by a demarcator and a records officer appointed under section 4, plays an importation role in procedures for the preparation of an adjudication. Sections of Part IV outline principles of adjudication.
