Law on Ownership in the USSR, 1990.

Legislation

This Act provides generally the forms of ownership and types of property in the USSR. Union and autonomous Republics are to promulgate more detailed legislation within this framework, especially regarding the possession, use and disposition of land and other natural resources on their territories. The Act defines property which may be in ownership, including land, its minerals, water, flora and fauna. The Act permits joint ventures and foreign ownership. The Act identifies the ownership rights of collective associations, and individual citizens within those collectives.

The Law consists of 33 articles and is divided into four Chapters: General provisions (1); The Citizens' land (2); Lands belonging to the State, municipalities, cooperative farms and other legal persons (3); and Land property authorities (4).The Law regulates the ownership and use of agricultural lands. This Act lays down basic provisions on land tenure, both urban and rural. land can be owned only by Lithuanian citizens, or by the State (art. 3). Private ownership of land conveys certain standard rights and privileges, amounting to the free and unimpeded enjoyment and disposition of the owner's property (art. 7). Usufructury rights accrue to the leaseholders of private and State-owned land (art. 8).

Cette ordonnance porte régime foncier. Elle comprend 22 articles répartis en 4 titres. Le titre I - Dispositions générales - définit l'Etat comme gardien de toutes les terres et comme garant des droits dérivant de la propriété. All area described in the Schedule hereto is declared a designated area for the purposes of the Aliens Land Holding Act (reg. 2). No alien shall acquire land within the area designated hereunder and no legal or equitable title in such land shall vest in an alien unless such alien shall have first applied for and been granted a licence by the Minister to acquire and to hold an estate in such land (reg. 3).
