The present Regulation establishes the mechanism of elaboration of the land use planning projects on the territories of protected areas, and territories of recreation and cultural heritage. The aforesaid land use planning projects shall be elaborated in conformity with: 1) decision by rural administration, local self-government, regional, district of city administration authorized to make decisions as regards the allotment of the plots of land; 2) contract concluded between landowner, land tenant and the developers of the land use planning projects; 3) sentence of the court.

These Regulations amend the Neighbourhood Planning (General) Regulations 2012 so as to, among other things: to prescribe circumstances in which a local planning authority must designate all of the area specified in a neighbourhood area application; insert a new Part 8A which provides for cases where a qualifying body requests the Secretary of State to intervene to decide whether to put a proposal for a neighbourhood development order or plan to referendum.

The Act regulates industrial emissions in Estonia. Its purpose is to achieve a high level of protection of the environment taken as a whole by minimizing emissions into air, water and soil and the generation of waste in order to prevent adverse environmental impacts.
