Over the last few decades, the range of agricultural extension and advisory services as well as the notions of which tools and methods are most suitable have seen fundamental changes. Our authors give an overview of old and new approaches, showing what we already know and where there is a need for more information.

As with other countries, agricultural extension and advisory services (EAS) in Malawi are provided by public, private, and non-profit organisations. While it has become commonplace to refer to this collection of actors as a system, this claim is only valid in the loosest of terms, as many of the component parts do not functionally interact with others in an operational sense, tending rather to function as independent sub-networks within larger national, and international spheres of exchange.

Following the end of apartheid, South Africa’s government set itself ambitious goals with a planned land reform. However, there have since been barely any changes in the country’s agricultural structure, and the positive impacts that were hoped for on rural livelihoods have hardly materialised. In a long-term project in Kenya, the Swiss-based Research Institute of Organic Agriculture has examined the potential of organic and conventional agriculture regarding soil fertility, the occurrence of pests and diseases, and profitability. In many parts of Africa, formal education and training in agriculture is almost nonexistent. Swiss Biovision Foundation supports farmers via its Farmer Communication Programme. While it takes advantage of its close links with research institutions, the ideas and experiences of farmers also flow directly into its course contents.

In the Karnataka state of India, the First Agro farm has more than 40 varieties of vegetables on sale, all of them free of chemical residues. Both hotels and restaurants as well as more and more retailers are appreciating the range of certified products from this young enterprise.

Today, it would be difficult to imagine agricultural extension without modern information and communication technologies. What they can do, where they fit in, and where they reach their limits is shown in the following examples.

Livestock are critical to building sustainability in food and agriculture. Current and future livestock sector development needs to produce more, from less, and in ways that benefit all. Solving the sector’s challenges requires stakeholders to find common ground and to join forces towards continuous practice change. The Global Agenda for Sustainable Livestock is one example of these new ways of working.

Policy-makers often lack information and analytical capacity to effectively monitor how policies impact on different stakeholders. The MAFAP initiative of the Food and Agriculture Organization seeks to bridge this gap.

Livestock are kept for a wide range of purposes in Africa, and there is considerable diversity in animal husbandry. Among the most important advantages in keeping animals is their contribution to maintaining and even improving soil fertility. Furthermore, animal husbandry offers economic, social and cultural benefits. However, the authors also look at the constraints that smallholders face in livestock husbandry.

The changes in global agricultural markets over the past decade have major implications on agricultural policy. What are the challenges and opportunities for development-oriented agricultural policy-making? And what advisory capacities are needed to deliver substantive advice to developing countries’ governments? The answers to these questions constitute a new agenda for contemporary capacity development for agricultural policy advice.

The former Soviet Central Asian republics have undergone de-intensification of their livestock sectors, resulting in an increased reliance on natural pastures. Property rights systems are key to the sustainable management of this resource. However, as the authors demonstrate, it is not easy to implement the respective reform processes.
