The Act, which is composed of eight Chapters, lays down principles of protection of agricultural and forest lands, recultivation and improvement of land quality. Agricultural lands are protected by: limitation of their allocation for other purposes; prevention from degradation and devastation; recultivation; and preservation of peat areas and natural water reservoirs. Forest lands are protected by: limitation of their allocation for other purposes; prevention from degradation and devastation; restoration of land value; and prevention from reduction of productivity.

This Regulation of the Minister of Agriculture and Rural Development, which is composed of two paragraphs and one Annex, establishes the new procedure for purchasing and selling soil improvers. The Regulation establishes the new form of statement which should be signed by the purchaser of soil improver and passed to the communal veterinarian. The form is specified in the Annex.

This Regulation of the Minister of Environment lays down conditions of recovery in the process of recovery R10. This process is described in the Annex and describes land treatment giving benefits to agriculture or ecological improvement and the types of waste acceptable for such recovery.
