The Food and Agriculture Organization of the United Nations leads international efforts to defeat hunger. Serving both developed and developing countries, FAO acts as a neutral forum where all nations meet as equals to negotiate agreements and debate policy. La presente Nota de Políticas sobre el acceso a la tierra en Nicaragua ha servido de insumo a la preparación de la nueva Estrategia de Asistencia al País (CAS, en sus siglas en ingles) que el Banco Mundial presentó a su Junta en 2007. El nuevo CAS tiene por objetivo orientar la labor del Banco Mundial en Nicaragua en los próximos cinco años.

Land lies at the heart of social, political and economic life in much of rural Africa. It provides a major source of livelihoods, income and employment; a basis for social and political relations; and has major historical, cultural and spiritual significance. In many places, rapid socio-economic changes are undermining the security of land access for poorer and more vulnerable groups – particularly in high-value lands such as peri-urban areas, irrigated schemes and fertile lands.

Land consolidation can be an important tool for increasing agricultural competitiveness and improving rural conditions. Farmers can become more competitive when they decrease fragmentation and increase the size of their farms, and rural communities can benefit when consolidation projects include components to improve local infrastructure and the environment.

The Masscote application presented here has been initialized through a training workshop in Karnataka for engineers and managers from the Krishna Bhagya Jala Nigam Limited (KBJNL) focussing on ALMATTI irrigation systems from 13th to 21st May 2008. The contributions of the working group sessions at this workshop (RAP–MASSCOTE) have been largely included in this report.

Since time immemorial they interact, justify and fertilise each other. Most of all, if we believe that customary laws and justice develop and transform themselves, the question is: how much does economic development influence legal institutions and rules?
