Siamese Rovsewood (Dalbergia cochinensis) has recently been listed on Appendix II of The Convention on the International Trade in Endangered Species (CITES). This listing means that source countries are legally required to export only controlled quantities of rosewood with close monitoring and documentation, which is intended to ensure that the international trade is not detrimental to the survival of this species.

We draw on empirical results from three case studies of property rights change across forest and fisheries ecosystems in central Vietnam to investigate the circumstances under which collective property rights may make sense. A generic property rights framework was used to examine the bundles of rights and associated rights holders in each case, and to assess these arrangements with regard to their contextual fit, legitimacy and enforceability.

Legal and other protections afforded by the current legal framework, the new Farmland Law and other newly enacted legislation are wholly inadequate.

This report from EIA highlights an illegal trade in banned timber from Laos into Vietnam, where it supplies a booming furniture industry. The report suggests that this is the result of weak law enforcement and poor governance in Laos. A number of recommendations are made to address this situation, including improved cooperation between the two countries. The findings are based on undercover operations conducted in 2010 and 2011.

The focus in the 2011 Cambodia Human Development Report is on climate change and rural live-lihoods. While this captures only part of the picture of climate change in Cambodia, it is an essential starting point. Even though Cambodia is changing rapidly and the distinctions between rural and urban are becoming less clear, most people continue to depend on a rural economy and natural resources. Although numerous transformations have occurred in this area in recent years, the rural economy remains the cornerstone of national development.

In its Land Administration, Management and Distribution Program, the Royal Government of Cambodia proclaimed measures to strengthen the Cambodian land markets and tenure security. However, in the past, the country’s land markets suffered severe aberrations caused by price hikes. This affected both urban and rural areas, mainly due to a rollout of urban capital.
