The Act declares plans or diagrams based on surveys carried out by means of low altitude photography to the satisfaction of the Commissioner of Lands to have the same effect for all purposes as if it had been prepared under the Land Surveyors Act. (2 sections)

The 28 sections of the Act are divided into 6 Parts: Preliminary and Application (I); Officers (II); Claims and Demarcation (III); Principles of Adjudication and Preparation of Adjudication Record (IV); Objections and Finality (V); Miscellaneous (VI). For the purposes of appeal against adjudication records prepared by the Recording Officer in accordance with principles laid down in sections 16 to 19, a Land Adjudication Tribunal shall be established by the Minister (sect. 4(5)). Claims will be handled in first instance by the Adjudication Officer (sect. 20).

This Act provides for the establishment of an Agricultural Development Authority as a body corporate for the area described in Schedule 1. The principal tasks of the Authority are in the field of land regulation, land irrigation and drainage. The Act provides for the survey of land. The 47 sections are divided into 8 Chapters: Introductory Provisions (Chap. 1); Administration of the Act (Chap. 1); Duties of Land Surveyors (Chap. 2); Original Surveys and Resurveys (Chap. 3); Division Surveys (Chap. 4); Townships (Chap. 5); Beacons and Boundaries (Chap. 6); General Plans and Diagrams (Chap. 7); Miscellaneous Provisions (Chap. 8).The Minister shall appoint a Surveyor-General to carry out the tasks specified in section 3 (sect. 2). Section 4 makes provision for the establishment of a Surveys Regulations Board.

Regulations to make provision for the granting of survey licences and to regulate procedure for conducting surveys. The 75 regulations are divided into 11 Parts: Preliminary; Survey Licence (I); Tests to be conducted by the Board (II); Procedure for surveys (III); Survey marks, boundary beacons, etc. (IV); Triangulation surveys (V); Traverse surveys (VI); Air survey (VII); Field Notes (VIII); Computations (IX); Miscellaneous (X). Licences for private surveyors shall be granted by the Land Surveyors Board (reg. 3). Foreign surveyor firms may obtain a temporary clearance.

This Decree has been enacted in order (i) to control the utilization of land in general; (ii) to settle the problems in the field of land affairs; and (iii) to review the position, tasks, and functions of the Directorate General of Agrarian Affairs, and to upgrade it to an institution which handles land affairs on a national level: the National Land Affairs Agency. This is a non-departmental government institution which is positioned under the President of the Republic.

The present Rules consist of 46 articles divided into the following Chapters: Preliminary (I); Tenancy Rights, Records of Tenancy Rights, and Ceilings on Tenancy Holdings (II); Ceilings on Land Holdings, Compensation and Sale and Reallotment (III); Compulsory Savings and Credit Arrangements (IV); Miscellaneous (V). As far as tenancy is concerned, chapter 2 establishes that the District Land Reform Officer designated by the Government may appoint several land reform teams "for the purpose of collecting records of owner-cultivators as well as of tenants cultivating lands owned by others".

The present Act aims at amending and consolidating current legislation relevant to the acquisition of land. The Government may acquire any land at any place for any public purpose, if it so deems necessary, according to the procedures set out by this Act.
