An Act to make provisions for various matters relating to land, including land registration, purchase of land and ownership of land, land bonds, land tenure, for powers of the Land Commission in respect of land, etc. Save and except purchase agreements between the Land Commission and purchasers from them no purchase agreement between landlord and tenant for the sale of a holding under the Land Purchase Acts shall after the passing of this Act be lodged with the Land Commission (sect. 18).

The Act consists of 26 articles divided into the following Chapters: Preliminary (I); General Powers of the Central Government (II); Prevention, Control and Abatement of Environmental Pollution (III); Miscellaneous (IV).The Act regulates the power of the Central Government to take measures to protect and improve the environment through means of planning, establishment of environmental quality standards, examination of manufacturing processes, collection and dissemination of information, preparation of manuals, etc. (sect. 3).

This Law establishes the State Coastal Management Plan, sets its objectives and guidelines and defines the instruments for its preparation, approval and execution. It consists of 6 chapters establishing: Definition (chap. 1); Objectives (chap. 2); Goals (chap. 3); Management System and Instruments (chaps. 4 and 5) and General Provisions (chap. 6). It covers all ecosystems and natural resources existing on the land, transition and sea segments.

This Law provides for the establishement by the Government of an "Israel Lands Administration" to administer Israel lands. The Director of the Administation is appointed by the Government, whom shall be directly subordinate to the Minister of Agriculture (sect. 2). Under section 3, an "Israel Lands Council" is also appointed by the Government in order to lay down the lands policy. The Administration shall act in accordance with it and the Council shall also supervise the activities of the Administration. Under section 5, the "State Property Law" 1951, is amended.

This Law establishes cases in which transfer of ownership is allowed. Section 2 makes a list of classes of transactions to which the permission to transfer ownership is allowed. The prohibition to transfer ownership, as prescribed in the Basic Law, shall not affect acts designed solely to enable the observance of the commandment concerning the Sabbatical Year. Under section 4 the Minister of Finance and the Minister of Agriculture jointly are charged with the implementation of this Law and may make regulations as to any matter relating to such implementation.

This Law enacts principles for the agriculture development, management and preservation in China. "Agriculture" as mentioned in this Law means crop-plantation, forestry, animal husbandry and fisheries. This Law is formulated for the purpose of the prevention and control of soil erosion, the protection and rational utilisation of water and soil resources, the mitigation of disasters of flood, drought and sandstorm, the improvement of ecological environment and the development of production. "Water and soil conservation" means preventive and rehabilitative measures taken against soil erosion, which is caused by natural factors or human activities.Chapter I General Provisions, includes the procedures of the water and soil conservation work.

This Act does not apply in respect of the use of specified land within the meaning of Part 5 of the Environmental Protection and Enhancement Act. Every landholder shall, in respect of his land, take appropriate measures: (a) to prevent soil loss or deterioration from taking place; or (b) if soil loss or deterioration is taking place, to stop the loss or deterioration from continuing.
