This Regional Law establishes legal grounds of the relations between landowners, landlords, land tenants and state bodies in the sphere of ensuring soil fertility of agricultural land, and also establishes rights and duties of natural and legal persons performing agricultural production in relation to efficient use of soil fertility. Particularly precious fertile agricultural land categories shall be classified as follows: (a) agricultural land with cadastre valuation exceeding by 50 percent and over average cadastre valuation in a given municipal district; (b) experimental agricultural areas of scientific research institutions; (c) land under perennial crops and grasses; and (d) land with waterworks and protection forests ensuring soil fertility reproduction. Soil fertility of all types of agricultural land must ensure sufficient conditions for crop growing without oppression of soil organisms. Use of particularly fertile agricultural land for non-agricultural purposes shall be prohibited except for cases envisaged by acting legislation.
