This Regional Law regulates the issues related to ownership, tenure and disposal of agricultural land. It establishes the modalities of allotment of plots of agricultural land pertaining to state and municipal property. Turnover of agricultural land shall be based upon the following principles: (a) conservation of specific purposeful use of agricultural land; (b) preferential right of purchase of agricultural land by regional and local government except for cases of public auction sale; (c) establishment of maximum agricultural land area within the boundaries of a single municipal unit that can be owned by a single natural or legal person; and (d) establishment of particular modalities of allotment of agricultural land to foreign citizens, foreign legal persons and stateless persons.
