The Government decrees to validate the Agreement between the Russian Federation and International Bank for Reconstruction and Development concerning the land based credit for putting into effect land reform that was signed in Washington on 22 June 1994. The sum of the land based credit is 80 million US dollars. This Decree establishes that the restitution of the credit must be financed by the introduction of the special land tax. The Government accepts the proposal of the Committee on Land Resources and Land Survey to set up the Interministerial Coordination Commission for carrying out the project of the support of the land reform.
