Prindex is a global initiative born from a partnership between the Global Land Alliance and the Overseas Development Institute (ODI). It was created to fill a critical gap in data regarding property rights, offering a worldwide measure of how secure people feel about their land and housing tenure. Prior to Prindex, there was limited insight into global perceptions of property security, despite its importance to key development goals.
Since its inception, Prindex has been instrumental in advancing Sustainable Development Goal (SDG) 1.4, which focuses on ensuring equal rights to ownership and control of land and property by 2030. Prindex's data plays a crucial role in tracking progress towards this goal, especially through SDG Indicator 1.4.2, which measures perceptions of tenure security across various populations. By collecting comprehensive and comparable data from over 140 countries, Prindex helps governments and international organizations design policies that address property insecurity, ultimately contributing to poverty reduction, gender equality, and sustainable development.

In the framework of Prindex, the Global Land Alliance (GLA) conducts regular global surveys on the perception of land tenure security in more than 100 countries, amplified by in-depth country- and region-specific studies of tenure security. Since 2016, these have been implemented in Brazil, Burkina Faso, Colombia, India, Nigeria and Tanzania. Several countries, including Tanzania and the United Kingdom, and international organizations such as the United Nations Economic Commission for Europe, use Prindex data to report on U.N.

A 22 minute video about one of the biggest cases of agricultural land grabbing in Senegal: 20,000 hectares;first allocated to Senhuile-Sénéthanol;now known as Les Fermes de la Téranga. The Italian investors Tampieri Financial Group pulled out of the project in 2017 and the new owners – Agro Industries Corp;based in the tax haven of the Cayman Islands – arrived in 2018.

Women's perceptions of tenure security: Evidence from 140 Countries
The Sustainable Development Goals (SDGs) 1.4.2 and 5.A.1 refer to the strengthening of women’s land and property rights as a fundamental pathway towards poverty reduction and women’s empowerment. Securing women’s land and property rights can increase agricultural productivity, incentivise the adoption of climate-resilient natural resource management and increase household spending on health and education.

This paper is the culmination of over five years of work to develop and apply the methodology for measuring tenure security for land and property around the globe—Prindex. We now have the first ever comparable assessment of perceived tenure security that is truly global, with data from more than 140 countries, representing 96% of the world’s adult (18+) population, equivalent to 5.2 billion citizens. This latest round of data collection therefore presents the clearest, most definitive picture of how secure people around the world feel about their homes and property.
