Hungary became a Christian kingdom in A.D. 1000 and for many centuries served as a bulwark against Ottoman Turkish expansion in Europe. The kingdom eventually became part of the polyglot Austro-Hungarian Empire, which collapsed during World War I. The country fell under communist rule following World War II. In 1956, a revolt and an announced withdrawal from the Warsaw Pact were met with a massive military intervention by Moscow. Under the leadership of Janos KADAR in 1968, Hungary began liberalizing its economy, introducing so-called "Goulash Communism." Hungary held its first multiparty elections in 1990 and initiated a free market economy. It joined NATO in 1999 and the EU five years later.

Hungary is a parliamentary republic.

The Land Parcel Identification System is the national identification system of exclusive state property, to be used in administrative procedures of area payments.

This Decree consists of seven chapters of which only a few are still in force. Those in force regard mapping and surveying activities of forest lands and the control and evaluation of annual forestry management works.

The Hungarian State Holding Company (MNV Zrt.) may purchase agricultural land through tendering procedure from land owners (hereinafter: entitled) for the benefit of the State, for a maximum of 20 acres and a minimum of 1 acre per owner of lands in non-urban areas, for a total value of 3 million HUF, and paying for it with a life annuity according to the provisions of this Decree.

Ensuring the protection against flood, and thus planning, regulating, organizing, governing, controlling of flood preventive activities, through the construction, development, maintenance and operation of protective waterworks (mainly reservoirs and canals) of non-local competence, shall be the duty of the State. Contracts affecting property rights of land and for the registration of these contracts in the cadastre must be laid down by a legal counsel on sheets of paper bearing the requisites foreseen in Article 2. Such contracts shall be registered with the competent district land office and shall be kept in a safe place by the legal counsel.
