The following amendments must be introduced into the Federal Law No. 102-FZ on mortgage: 1) Paragraph 3 of the sub-issue1 of the issue 4 of the Article 13 must be repealed.

Article 10 shall be amended to add the following wording: “Plots of agricultural land pertaining to regional or municipal ownership shall be allotted to natural and legal persons in accordance with Land Code of the Russian Federation and Federal Law “On turnover of agricultural land”.

Article 9 shall be amended to add the following wording: “Lease contract for haymaking and grazing related to public or municipal agricultural land stock shall be concluded for the period up to three years”.

This Regional Law regulates relations dealing with land tenure, protection and conservation of land, establishing plenary powers of regional state bodies in this sphere.

This Regional Law regulates the issues of allotment free of charge of public land plots pertaining to the regional or municipal public land stock in ownership to some categories of citizens.
