Le développement de l’irrigation fait partie des stratégies prioritaires dans les pays du Sahel pour lutter contre la pauvreté et l’insécurité alimentaire. À l’heure où les gouvernements s’engagent, une fois de plus, à augmenter les superficies irrigables, il a semblé pertinent d’analyser, conformément aux lignes directrices de la CEDEAO, les résultats obtenus sur des grands périmètres aménagés dans les années 80 et 90 afin d’en tirer les leçons pour les aménagements futurs.

The development of irrigation is one of the priority strategies in the Sahel countries to tackle poverty and food insecurity. At a time when governments are once again committing to increase irrigable areas, it seemed relevant to analyze, in line with the ECOWAS guidelines, the results achieved in large irrigated schemes developed in the 1980s and 1990s to draw lessons for future developments.

As stated by the International Land Coalition (ILC), the goal of this initiative is to support the efforts of ILC members and other stakeholders to influence global, regional and national processes on land to enable secure and equitable access to land for poor women and men in the face of increasing commercial demand for land (ILC 2010a, emphasis added).

This paper provides an overview of what we know about farm size distributions, the emerging land markets, the role of tenure systems, tenure reforms and land policies in shaping the distribution of increasingly scarce land resources. The primary focus is on Africa while making some comparisons with Asia. Climate risk and change have serious implications for household vulnerability and food security. While there is a need to absorb further population growth in rural areas, a rapid rise in rural-urban migration is inevitable.

Arid, semi-arid and dry sub-humid areas cover 61 % of Tanzania (United Republic of Tanzania, 1999) and, over the past decades, several restoration projects have worked toward reversing degradation in these areas (Kikula, 1999; Kisanga et al., 1999). These projects have addressed from social and ecological perspectives and have spanned for decades, thereby allowing for a genuine opportunity to identify and articulate lessons learned and develop good practice guidelines for restoring productive capacity of drylands.
