In addition to global events and food policy changes, 2015 also saw important developments with potentially wide repercussions in individual countries and regions. This chapter offers perspectives on major food policy developments across the major regions: Africa, the Middle East and North Africa, Central Asia, South Asia, East Asia, and Latin America and the Caribbean.

As climate change makes precipitation shocks more common, policymakers are becoming increasingly interested in protecting food systems and nutrition outcomes from the damaging effects of droughts and floods (Wheeler and von Braun, 2013). Increasing the resilience of nutrition and food security outcomes is especially critical throughout agrarian parts of the developing world, where human subsistence and well-being are directly affected by local rainfall.

The 2013 Global Hunger Index (GHI) report-the eighth in an annual series- presents a multidimensional measure of national, regional, and global hunger. It shows that the world has made some progress in reducing hunger since 1990, but still has far to go. The 2013 GHI report focuses on resilience in theory and in practice. The relief and development communities have long struggled to understand why some people fare better than others when confronting stresses or shocks.

Der Bericht zum Welthunger-Index 2013 – der achte in einer jährlich erscheinenden Serie – stellt die Entwicklung des weltweiten, regionalen und nationalen Hungers mittels eines mehrdimensionalen Indexwertes dar. Er zeigt, dass die Weltgemeinschaft bei der Bekämpfung des Hungers seit 1990 gewisse Fortschritte gemacht hat, dass aber noch viel zu tun ist.

Efectos de eventos El Niño y La Niña sobre las lagunas del sur de la Región Pampeana (Argentina)

En este trabajo se estudiaron los efectos de eventos El Niño y La Niña sobre la distribución espacio-temporal de las precipitaciones y el agua superficial en el sur de la Región Pampeana, Argentina. Para ello, se analizaron series mensuales de precipitación con el método de Quintiles, el de la tendencia central o la Normal y el Índice Estandarizado de Precipitación. Se evidenció una relación entre la variabilidad pluviométrica con la ocurrencia de eventos El Niño y La Niña. A partir de entonces se analizaron los impactos de los mismos sobre el agua superficial.

Environmental livelihood security in Southeast Asia and Oceania: a water-energy-food-livelihoods nexus approach for spatially assessing change

This document addresses the need for explicit inclusion of livelihoods within the environment nexus (water-energy-food security). The authors present a conceptualisation of ‘environmental livelihood security’, which combines the nexus perspective with sustainable livelihoods. The geographical focus of this paper is Southeast Asia and Oceania, which the authors highlight is a region currently wrought by the impacts of a changing climate.

Flooded cities

Does economic activity relocate away from areas that are at high risk of recurring shocks? We examine this question in the context of floods, which are among the costliest and most common natural disasters. Over the past thirty years, floods worldwide killed more than 500,000 people and displaced over 650,000,000 people. This paper analyzes the effect of large scale floods, which displaced at least 100,000 people each, in over 1,800 cities in 40 countries, from 2003 -2008.

Traditional livelihoods and mining in Mongolia's changing climate: exploring the potential of cross-sectoral partnerships in achieving sustainability

At the same time, Mongolia experiences growing vulnerability to climatic variability and change, expressed in the form of intense desertification, water stress, and extreme dzuds.
