In this chapter, results of recent research conducted in the northern Ethiopian region of Tigray, which has experienced severe land degradation are synthesized. This paper highlights the technological and institutional factors determining the adoption of natural resource conservation at both the household and the community levels.

The final report of this project documents the lessons learned by researchers, social organizers, agency personnel and farmers. The project has demonstrated the willingness and ability of farmers and agency personnel to manage the land and water resources of the area jointly. The view of the researchers is that the small dams offer an excellent opportunity for the promotion of reforms in the irrigation sector.

This research was undertaken as a Ph.D. dissertation (Stanford University) in conjunction with the ILCA programme in Niamey, Niger. The objective of the research was similar to that of the World Bank studies: to test how land tenure affects land-improving investment, agricultural productivity and resource management. The standard hypothesis is that land tenure that is non-exclusive insecure or non-transferable will lead to under-investment and depressed factor mobility.
