Urban and peri-urban land markets in rapidly expanding West African cities operate within and across different coexisting tenure regimes and involve complex procedures to obtain or make land available for housing. Ghana’s urban transformation has been momentous, but it is not unique; a similar
process has characterized other countries at similar levels of development. Ghana’s
key challenge now is to ensure that urbanization continues to complement growth
through improvements in productivity and inclusion, rather than detracting from these
goals. Many rising problems are related to efficiency and inclusion. These include slums, lack of basic services, underdeveloped manufacturing, and insufficient transport
infrastructure.

As the world is urbanizing, many cities are grappling with a population that is growing rapidly, thereby increasing demand for land and housing. This pressure on land and housing markets often is exacerbated by inappropriate or inadequate policies. The result is a supply of well-located land and housing that falls well short of demand and the proliferation of poorly serviced informal settlements, many of which are located far from jobs, city services and amenities.
