This Act provides for the protection of areas defined by this Act.

The Ministry of Ecology and Natural Resources and the Producer Association shall carry out state control in conformity with the Forest Code.

Section 2 declares that all land in Papua New Guinea shall be subject to this Act. Section 4 defines matters primarily of national interest for the purposes of this Act. Where consideration is being given to a physical planning matter under this Act, the appropriate authority shall take into account the provisions of the Environmental Planning Act 1978, the Environmental Contaminants Act 1978, and the Conservation Areas Act 1978 and other matters listed in section 5. The Minister may appoint a Chief Physical Planner for the purposes of this Act pursuant to section 6.

The purpose of these Regulations is to strengthen the protection and management of forest land, rationally develop and utilize forest resources, promote sustainable economic and social development. There is established a Development Control authority which shall consist of the members as specified in section 3. It shall be the duty of the Authority to institute a survey in Montserrat on matters that are to be expected to effect the development or the planning of the development.
