This paper presents the case of World Bank support to the mass titling component of the Cambodia Land Management and Administration Project. This was a project for which there was clear national demand, as evidenced by the fact that the Cambodian government had already attempted to implement mass titling a decade previously, but had lacked the human and technical resources to complete it. The case describes a consensus between donors and a host nation government during the planning and approval of the intervention, which dissolves into conflict during implementation.

In this report, Physicians for Human Rights (PHR) outlines the findings of its recent survey of households forcibly displaced by the Thilawa Special Economic Zone development project in Burma. The Japanese government and three Japanese companies partnered with the Burmese government and a consortium of Burmese companies to develop the site, a project that will require the relocation of nearly 1,000 families in total. PHR’s findings cover phase one of the project, during which 68 households were displaced.

Successful development experiences have demonstrated the greater efficiency achieved with a growth strategy based on small and medium-scale farmers (SMFs). This study is sought to identify potential agribusiness models for enhancing inclusive growth through NGOs partnerships with SMFs in Myanmar. The paper illustrates that agricultural sector in Myanmar is characterised by already high land inequality and landlessness, and low productivity of most SMFs.

ABSTRACTED FROM THE GENERAL COMMENTS SECTION: The RGC in its combined 2010 Fourth and Fifth National Report (the ―RGC Report‖) on the Implementation of the International Convention on the Elimination of All Forms of Discrimination Against Women in Cambodia, makes specific reference to provisions in the Constitution and the Penal Code 1, claiming that the existence of these provisions in and of themselves, alongside plans to pass additional laws, guarantees full equality of women with men in the protection and enjoyment of human rights, as well as protection from all forms of discrimination.

Trade in Illegal Timber: The Response in Vietnam

SUMMARY: The Vietnamese government has made some progress towards tackling illegal logging and the associated trade. It has negotiated a voluntary partnership agreement (VPA) with the EU, a process that has prompted a review of relevant legislation and improved the government’s engagement with civil society. In addition, it has signed agreements with Lao PDR and Cambodia in which it has committed to coordination on forest management and trade. However, there has been little progress in policy reform, and there is still no legislation regulating illegal timber imports.

The assessment was neither tasked to evaluate the impact of German predecessor programs in the land sector nor to undertake a legal assessment of the LRP’s sphere of influence and thus does not do so. The assessment aims to gain insights which can be used for management decisions by the BMZ as well as for a possible next phase of the LRP (03/2013- 02/2016).
