The Government decrees to set up the Committee on Geodesy and Cartography attached to the Ministry of Ecology and Natural Resources and to transfer to it edifices and constructions, material and technical means and other property, as well as enterprises, organizations and institutions of the abolished Directorate of Cartography attached to the Council of Ministers of the RSFSR.

This Act provides for recognition and protection of titles in land, administration of land, use of land for public purposes, the land court and adjudication and various other matters relating to land.The Act consists of 170 sections divided into 10 Parts: General (I); Administration (II); Hereditary estates (III); Tax and town allotments (IV); Tongan leases (V); Mortgages (VI); The Foreshore (VII); Registration of title (VIII); Land for public purposes (IX); The Land Court (X).Section 3 declares all land of Tonga to be property of the Crown.

This Act makes provision with respect to agreements on the fencing of land and actual fencing. This Act shall apply to such areas as the Minister may, by statutory notice, declare. The Minister shall not apply this Act to any area unless the majority of owners of occupied farms in the area present and voting have expressed themselves in favour of such application at a meeting convened in accordance with this Act.

This Act allows the Minister to decide that the boundary of land or of any portion thereof should be more clearly defined or ascertained. For that purpose, the Minister may serve notice on the owner or occupier of any such land requiring him within the period specified in such notice, to clear, define, or otherwise ascertain the boundary of the land to the satisfaction of an official surveyor. A person who fails to comply with the terms of any notice shall be guilty of an offence.

The Ministry of Internal Affairs is entitled to supervise over production, trade and repair of hunting and sporting weaponry. The Ministry of Housing Facilities and Public Utilities is entitled to carry out activity regarding operation and maintenance of networks, constructions, structures and equipment facilities of water supply, sewerage and water allotment services. The Ministry of Forestry is responsible for logging, soft resin procurement, sap procurement, sawing and planing production.
