This eight-month investigation recorded tonnes of rare timber being trucked out of Cambodia’s national parks and shipped to Hong Kong. Logging of luxury-grade timber is outlawed in Cambodia, and the global trade in Siamese Rosewood has been restricted since 2013, but Chinese demand for antique-style Hongmu furniture is increasing and the illegal trade has ballooned since the ban was announced. During months of interviews with loggers, state officials, police and activists, our investigators kept coming back to one man, who we’ve dubbed the 'King of Rosewood'.

In June 2012, the Cambodian Government issued a policy directing the private titling of all plots throughout the country’s rural areas. In this study conducted in collaboration with seven NGOs throughout 79 indigenous villages in Ratanakiri Province, indigenous leaders reported negative impacts of the policy including loss of communal land, lack of transparency and information, and coercion to privatize land.

INTRODUCTION: Throughout 2012, villagers in eastern Myanmar described land confiscation and forced displacement occurring without consultation, compensation, or, often, notification. Such displacements have taken place most frequently around natural resource extraction, industry and development projects. These include hydropower dam construction, infrastructure development, logging, mining and plantation agriculture projects that are undertaken or facilitated by various civil and military State authorities, foreign and domestic companies and armed ethnic groups.

In late June and early July 2012, more than 1,000 student volunteers were dispatched to targeted provinces across the country, accompanied by officials from the Ministry of Land Management, Urban Planning and Construction (MLMUPC), to implement Cambodian Prime Minister Hun Sen’s Order 01BB. The student volunteers were trained in basic measurement techniques, kitted out with military uniforms bearing the MLMUPC’s logo, transported by army trucks, and directed to measure land and grant land certificates to rural residents.
