The ongoing use of landscape-based conflict commodities — diamonds and other minerals, timber, wildlife, etc. — to finance wars continues to evolve. The success with which such commodities can be transacted to support militaries, militias and insurgencies has led belligerents to innovate with additional commodities. Housing, land and property (HLP) rights within war zones have belatedly joined the list of conflict commodities that are subject to transaction, and to such an extent as to warrant significant concern.

In much of West Africa, women are considered breadwinners responsible to provide food for the family. However, women do not only own less land but also face manifold obstacles in accessing land through transfers, inheritance, or lease. The tenure security of this group has been threatened by large-scale land deals, state appropriation in the name of the public interest, and the often-discriminating practices of customary tenure systems.

African pastoralists are undergoing significant changes in livelihood strategies, from predominantly mobile pastoralism to agro-pastoralism in which both livestock raising and cultivation of crops are practiced, to agro-pastoralism combined with wage labor and petty trade. These changes often result in fixed settlements or a process known as sedentarization.

This table provides a listing of official documents required for the legal recognition of land tenure rights and land transactions. The database covers 68 countries in the world, including most countries in Sub-Saharan Africa. This database was prepared for national statistical organizations, research institutes and others undertaking population surveys on land tenure. It will enable them to prepare questionnaires and facilitate the coding of land documents reported by respondents.
