Mr. Nghia Le Trung is Chairman of the Advisory Council, National Center for Research and Development of Open Technologies (RDOT) and the Director of Division for Promoting IT Adoptions, Development Co-ordination Agency for Environment of Science and Technology (DCA), for the Ministry of Science and Technology of Vietnam. He is a prolific writer and blogger on Open Data, Open Access, Open Educational Resources, and Open Source. He translated the Open Data Handbook to Vietnamese and is influential in Vietnam and beyond in creating  “open” policy.
