The objective of the programme is to support Indonesia and the provinces of Papua and West Papua to improve spatial plan processes and implementation in order to prevent deforestation and reduce greenhouse gas emissions. Technical assistance will be provided to improve the revision and implementation of Papua and West Papua provincial spatial plans; to improve transparency and build constituency in spatial planning at provincial level; and to foster national policy dialogue and engagement to support Papua’s commitment to protect its forest. Support will be focused largely on two provinces – Papua and West Papua – and relevant national ministries (particularly Ministry of Home Affairs and Ministry of Agrarian and Spatial Planning), which offer the potential to realise significant reductions in emissions through improved land use planning and economic development strategies which recognise the value of forests to the provincial economies.

Implemented by three partners, this project strengthens capacity for land governance among government, civil society, and ethnic nationality leaders and communities. The Centre for Development and Environment (CDE) of the University of Bern provides technical support to the government for the implementation of an open access spatial data platform on land-related information. The Land Core Group (LCG) works through a network of local and international NGO and civil society partners to increase capacity for research, advocacy and awareness on land tenure security, while Transnational Institute (TNI) focuses on supporting ethnic nationalities in ceasefire areas to increase their understanding and practices around equitable land governance. All three partners work to build national consensus on approaches to securing land tenure for women and ethnic minorities, including under customary systems.

General

Customary governance authorities and communities in targeted counties are aware of the LRA, existing land disputes resolution mechanisms, concession agreements, and their role as well an improved understanding of women’s and youth rights to land.
