Ethnic Kazakhs, a mix of Turkic and Mongol nomadic tribes who migrated to the region by the 13th century, were rarely united as a single nation. The area was conquered by Russia in the 18th century, and Kazakhstan became a Soviet Republic in 1936. Soviet policies reduced the number of ethnic Kazakhs in the 1930s and enabled non-ethnic Kazakhs to outnumber natives. During the 1950s and 1960s agricultural "Virgin Lands" program, Soviet citizens were encouraged to help cultivate Kazakhstan's northern pastures. This influx of immigrants (mostly Russians, but also some other deported nationalities) further skewed the ethnic mixture. Non-Muslim ethnic minorities departed Kazakhstan in large numbers from the mid-1990s through the mid-2000s and a national program has repatriated about a million ethnic Kazakhs back to Kazakhstan. These trends have allowed Kazakhs to become the titular majority again. This dramatic demographic shift has also undermined the previous religious diversity and made the country more than 70% Muslim. Kazakhstan's economy is larger than those of all the other Central Asian states largely due to the country's vast natural resources. Current issues include: developing a cohesive national identity, expanding the development of the country's vast energy resources and exporting them to world markets, diversifying the economy, enhancing Kazakhstan's economic competitiveness, and strengthening relations with neighboring states and foreign powers.

The Parties have agreed that Kyrgyzstan shall concede to Kazakhstan land areas on the coastline of Issyk-Kul lake for the period of 49 years for recreational water uses. The Government of Kazakhstan shall pay lease in the form of land charges to the amount of land charges set forth for residents on the territory of Kyrgyzstan. The Government shall prevent environmental pollution, ensure greening of the territory and grant access to recreational water area to the local residents.

Ministerial Decree No. 1015 validating the Regulation on transfer of forestland to land of other categories for purposes not related to forestry.

This Ministerial Decree establishes that transfer of forestland to land of other categories for purposes not related to forestry shall be authorized exclusively in the presence of positive conclusions of state environmental audit. Authorization for transfer shall be issued in the following cases: (a) impossibility of land tenure in accordance with previously established purposeful use of land; (b) modification of the boundaries of inhabited (urban) areas; and (c) classification of land as protected area.

Item 8 shall be amended to add the following wording: “Transfer of land of protected areas shall be performed after positive conclusion of environmental audit based on technical and economic substantiation and after public hearing on the issue”.

Ministerial Decree No. 121 amending Ministerial Decree No. 574 validating the Regulation on licensing land surveys and topographic, geodetic and cartographic activities.

This Ministerial Decree establishes that qualification requirements set for licensing of land surveys and topographic, geodetic and cartographic activities shall include mandatory certification of equipment and devices used for measurement of the national territory, and registration thereof by the competent public authority.
