The World Bank recently undertook an in-depth review of land governance and land policy in South Africa, with Land Portal partners Urban LandMark managing the process and implementing a Land Governance Assessment Framework (LGAF) for South Africa.
The LGAF is a tool designed by the World Bank in collaboration with partners to help countries assess their policies and practices regarding land governance, setting a benchmark for comparison and monitoring of progress. The LGAF addresses the need for guidance to diagnose and benchmark land governance, helping countries prioritise reforms and monitor progress over time.
It focuses on five broad thematic areas for policy intervention in the land sector: the legal framework, land use planning, public land management, availability of land-related information and dispute resolution mechanisms. The South African LGAF was complemented by an additional module on large-scale land acquisition.
The LGAF South Africa Country Report, Country Scorecard, a Policy Dialogue Matrix and a list of experts who participated in the development of the LGAF for South Africa are attached to this post, and are also available from the Urban LandMark and the World Bank website.
To expand the reach of the LGAF South Africa project, Urban LandMark is developing a booklet which will provide a succinct overview of land governance in South Africa, while describing the complexity and challenges of land and land policy reform by highlighting the key findings of the LGAF South Africa project. This resource will be available towards end-March 2013.
