The present Ordinance implements the Land Survey Act of 19 May 2005. Article 1 establishes that the government shall allocate the works of the official land survey and define the rights and obligations of the surveyors. The Construction and Infrastructure Office shall be the competent authority according to article 3 of the afore-mentioned Act.

Article 17-1 shall be amended to add the following wording: “Technological substantiation of topographic, geodetic and cartographic activity shall be based upon utilization of modern information technologies and systems for creation of geodetic, topographic and cartographic materials, collection, processing, keeping, storage, control, renewal, research, transformation, mapping, release and transfer of data”.

The scope of this Law shall be to regulate relations in the sphere of topographic, geodetic and cartographic activity, including distant zoning of the Earth, land-use planning, cartographic monitoring and land survey, with a view of provision of the state and the citizens with the outcome of geodetic and cartographic activity. Geodetic and cartographic activity shall be performed by certified geodetic engineers that shall be liable for the outcome thereof. Results of geodetic and cartographic activity shall be mapped graphically and shall comply with the established standards.

This Law establishes legal, economic and organizational grounds for the functioning of state land cadastre. State land cadastre shall be unified state geoinformation system of data related to land located within state boundaries of the Ukraine, specifying purposeful use thereof, use restrictions, and also data on qualitative and quantitative characteristics of land, valuation thereof and distribution of land between owners and tenants.

Ministerial Decree No. 114 validating the Regulation on inventory of public land fund.

This Ministerial Decree establishes the modalities of conducting inventory of public land fund with a view of ensuring reliability of land survey and mapping data with the insertion of modifications and changes in land areas, distribution of land by categories irrespectively of the form of ownership. All land areas within the national boundaries of the Kyrgyz Republic, constituting national land fund, shall be subject to inventory.
