“Land” here includes land covered with water and things affixed on land or growing on land (sect. 2). The Act shall apply to any area constituted as a Registration District by the Minister under section 5In each District a land registry shall be maintained in which information set out in section 6 shall be kept. Section 7 concerns appointment of land registration officers. There shall be one Registrar of Land appointed by the President. Powers of this officer are outlined in section 8.

The Law provides for mining and exploitation of mineral resources as natural gas, petroleum, crude oil and assorted minerals. Prospectors must apply for a prospecting licence that shall be granted after the payment of a fee. Lands alienated for the purpose of mining operations shall be paid off as rent and royalties. Lands comprise also the continental shelf. Mining leases shall comply with land laws as per the survey, delimitations, land tenure and revenues and acquisition.

The newly instituted Survey and Demarcation Division shall conduct the survey and definiton of boundaries of the so called reserved Forests of Bhutan and shall widely spread information about the forest areas included under this provision, in order to ascertain eventual claims of rights on forests and their products, land and water courses or grazing and pasture rights. The involved land shall be excluded from the reserved forest areas or expropriated or acquired.

The Law consists of V Parts divided into 57 articles. This Regional Law represents a legal basis for carrying out state policy in the sphere of land survey at the regional level, ensuring rational use and protection of land, creation of favourable environment and improvement of landscape and regulates relations between the participants in land survey activity.
